Without Transfering The Responsiblility Both The Chairman and Executive Director of Nepal Insurance Authority Went Abroad

 Kathmandu : Nepal Insurance Authority Chairman Surya Prasad Silwal and Executive Director Rajuraman Poudel are currently in Japan to participate in the conference of the International Association of Insurance Supervisors (IAIS). After both of them went abroad, the Nepal Insurance Authority has become devoid of leadership and responsibility. After both the top leaders are out of the country, the insurance authority had become slow and lazy without a leader for a week.

They went to Japan on 4th of November in order to attend the IAIS annual conference going to be held for 2 days (9th and 10th November) and will come back on 11th of November.

Both of them went to Japan one week earlier to participate in the annual conference of IAIS which is going to be held in Japan on November 9th and 10th of November.This is the matter of big concern that the insurance sector’s regulatory body, Nepal Insurance Authority, has become without leadership and responsibility, after both the chairman and the executive director went abroad. The issue of the lack of leadership of the Nepal Insurance Authority has also been raised in the Ministry of Finance. However, no one has the answer.

According to the current laws of Nepal, no government agency can be left without responsibility and without leadership, someone should act as a representative, so that he/she could be able to make important decisions and carry out daily work. However, it has been revealed that no one was given the responsibility before both the members of the insurance authority went abroad. The directors contacted by Beemapost said that they are not aware that Chairman Silwal has not assigned the responsibility to anyone.

Likewise, even the executive director has not assigned his responsibilities to anyone. Instead, he has given written instructions to all the executive directors to carry out their duties.

On the other hand, the Ministry of Finance has said that they didn’t have any information regarding the transfer of responsibilities by chairman before going abroad. Similarly, in the case of executives, there is a tendency for second-level employees to take responsibility, according to the Ministry of Finance.

A senior finance official said, “If the Secretary of the Ministry of Finance goes somewhere outside, there is a provision that the second-level senior official will automatically be responsible.” The post of Chairman of the Insurance Authority is an executive post. Where apart from the meeting of the board of directors, daily administration related and many other works are going on and should be done.

What is interesting and surprising is that why was the letter given to all the executive directors who are sitting with departmental responsibility to do the work in their respective responsibilities? If the letter can be posted then why not the duties and responsibilities transferred until they were out of the country?
