Finance Ministry Approves Controversial O&M Survey for Insurance Authority
Kathmandu, The Ministry of Finance has approved the Organization and Management (O&M) Survey for the Insurance Authority, a move surrounded by controversy. Finance Secretary Ram Prasad Ghimire signed off on the survey under pressure from Finance Minister Bishnu Prasad Paudel, according to sources within the ministry.
The survey, which proposes significant structural changes within the Insurance Authority, includes the creation of two new deputy executive director positions—roles not seen elsewhere in similar government bodies. These additions are expected to cost the government billions annually. Sources allege that Secretary Ghimire signed the report without thoroughly reviewing its contents due to pressure from Minister Paudel.
The approved survey raises concerns about the removal of key roles, such as the director of the law branch, which is considered crucial for the authority’s operations. Despite the importance of other positions, the focus has shifted to the creation of high-level posts, prompting speculation that Minister Paudel aims to appoint external candidates to influential roles, including executive director.
The O&M survey’s approval is expected to hinder the career growth of current employees within the Insurance Authority, causing further unease among staff. As the new structure takes shape, many are questioning the long-term impact on the authority’s efficiency and financial sustainability.
