ClimaCash+: A New Model of Inclusive Insurance for Climate-Vulnerable Communities

In a significant step toward climate resilience, VisionFund International (VFI) and IBISA have launched ClimaCash+, an innovative parametric insurance product designed to support low-income communities facing climate-related disasters. Piloted in Kenya in 2024, ClimaCash+ aims to provide fast, simple, and transparent payouts through microfinance networks, ensuring that vulnerable populations can recover quickly aftershocks like droughts or floods.

What sets ClimaCash+ apart is its integration with everyday financial services, particularly microloans. By embedding insurance into financial products already used by low-income households, the model ensures greater accessibility and reduces the administrative hurdles that have long hindered traditional insurance schemes. The payouts are based on objective weather data, enabling immediate compensation without the need for complex claims processes.

ClimaCash+ draws on the success of fixed-benefit models like hospi-cash, which pay clients a set amount upon hospitalization. This approach offers predictability and ease—features now being adapted to manage climate risk.

The initiative arrives at a time of growing global interest in inclusive insurance solutions. Two new institutional allies—Inclusive Finance Accelerators (IFA) and Women’s World Banking—have joined the broader effort to improve access to finance for underserved groups.

IFA which was founded in 2016, works to design user-focused digital financial products and helps providers align social impact with commercial sustainability. Women’s World Banking, established in 1979, has long championed financial tools tailored to the needs of low-income women, supporting gender-sensitive approaches in banking and insurance.

Together, these organizations are reshaping how insurance and financial services reach those most affected by climate change. ClimaCash+ represents a promising leap forward by combining the speed of parametric insurance with the reach of microfinance to protect the most vulnerable where it matters most.
