Over 95% of People with Disabilities Covered by Basic Medical Insurance in China

Beijing (Xinhua) — The participation rate of persons with disabilities in China’s basic medical insurance has remained above 95 percent, according to the official data.
Cheng Kai, the chairman of the China Disabled Persons’ Federation, stated during a news conference on Tuesday that more than 90% of China’s disabled population is protected by basic old-age insurance for both urban and rural dwellers.
According to the federation, social security programs for the disabled, which include various subsidies and allowances, have been increased during the last five years to ensure that all qualified individuals are covered.
By June 2025, living allowances for the disabled in financial difficulty and nursing subsidies for the severely disabled had benefited 11.88 million and 16.4 million, respectively.
A total of 10.5 million people with disabilities are included in the country’s subsistence allowance system, Cheng added.
People with disabilities benefit from improved public services. According to Cheng, a statewide drive for barrier-free home modifications benefited 1.28 million households with impaired members throughout the period, exceeding the original target of 1.1 million.
