Will the Chairman of Investment Mega Bank Prithvibahadur Pandey be going to Jail on Chhaya Center case ?
Kathmandu : Lands registered in the name of individuals in the Baluwatar land scandal have now been nationalized. Just last week, the land of 10 Ropanies of the Bansbari leather shoe factory which was originally of Government but , was found to be occupied by Chaudhary Group 42 years ago. Now it’s the turn of the famous ‘Than Wahil’, or Thamel’s Chhaya Center. If the investigation is similar to that of Banswari leather shoes, the Chairman of Nepal Investment Mega Bank Prithvi Bahadur Pandey will be jailed.
Prithvibahadur Pandey, who created the image of a ‘pioneer’ banker by capturing the property of Rana family’s in-laws, 43 more investors of Chhayandevi complex owner along with pandey will be jailed. It is understood that the Central Investigation Bureau (CIB) of the police is preparing to proceed with the investigation regarding the Chhayandevi complex built by capturing the historic Ghuthi land.
Prithvi Bahadur Pandey, who was former Chairman of ‘Nepal Investment Bank’ and is currently the chairman of Nepal Investment Mega Bank, is the main shareholder and founding chairman of Chayandevi Complex in Thamel. Now along with the main shareholder of Chayandevi, Pratima Pandey (Rana), the wife of Prithvi.
Pratima Pandey, Shankar Prasad Shah, Kathmandu Metropolitan City and Guthi Institute, has been filed more than 16 cases as the defendant to chhayandevi complex pvt. ltd.
Cases have been filed on different dates demanding cancellation of public interest, cancellation of documents, cancellation of Guthi Raitani, cancellation of map passes and cancellation of written mortgages in the Chhayandevi complex dispute. Advocate Deepak Mishra and Advocate Ramhari Shrestha also filed the case in 2071 Baisakh and Asoj. In this dispute, Bhagwat Narsingh Pradhan filed a petition on Asoj 2, 2073, demanding the cancellation of the map. There is also a writ petition against Sureshay Housing Company Pvt. Ltd and Ambika Rana, who are building a shopping mall on the disputed land.
Banker, Prithvi Bahadur pandey, is the son of Sardar Bhim Bahadur Pandey ( Sardar Bhim Bahadur Pandey is also the descendant of Kaji Kalu Pandey, who was killed by the locals during the expansion of Prithvi Narayan Shah’s state). He is abusing the access to power and has been seen as daring to destroy the Bagmati civilization.
Chhayandevi Complex, which occupies an area of 15 Ropani in the hub of the tourist center Thamel and is said to have invested 5 billion, has 250 shops, a five-star hotel with 200 comfortable rooms, a banquet hall with a capacity of 1000, a conference hall with a capacity of 500 and 450 with 7 restaurants.
Guthiar (Tenure) and researcher Bhagwatnarsinh Pradhan says that 12 out of 15 ropani lands were once in the name of Singh Sarthabahu Guthi. He has filed a case in the Supreme Court claiming that it is illegal to construct a commercial building because the land is a part of Government.
Chhayandevi complex at Bhagwanbahal in Kitta number 167 was in controversy since its construction. It is still maintained as a public pool in the records of the Land Registry Office. In 2044, the government decided to make this pool public. Before that it was owned by the Rana family. Keshar Shamsher Rana paid Guthi 125 rupees a year and in 1977 he built the pond inside his compound.
In the year of 1946 B.S, Lucha Jyapu of Kamalpokhari was awarded a contract for 20 moru. It was used to increase the income of Guthi by planting fruits in the Dil Than Wahil.
After the death of Keshar Shamsher, his son Keyur Shamsher dried up the pond and built a paddy field from 2027. He then registered in Mohi. This pond was in the name of Lord Singh Sarthavahu in Bikramsheel Mahavihar at Thamel Bhagwanbahal. Which is said to be related to Buddhism, neighboring Tibet i.e. China. According to Pradhan, this pond is known as Kamal Pokhari because the flower ”kamal” of this pond is used to dedicate the lion Sarthawahu.
Pradhan also insists that there was a pond in Kathmandu that used to get lotus flowers. It is also said that the built lotus ponds in Gyaneshwar which were taken from this lotus pond.
In the year of 2033, when surveying the urban area, it is mentioned that the pool Kitta number was 167. According to the records of the land office, the area of the Kitta is 12 ropani 13 annas 2 paisa 2 dams. A pond has also been created in this Kitta in the Land Owner Purja of the Ministry of Land Reforms dated Ashar 24, 2039 B.S. In which portion is written Jaggadhani Singh Sarthabahu Guthi. (Land Owner) It is also mentioned in the field book of 2042 in the Guthi Institute that it is a pond.

On the 23rd of November 2044, the Chhayandevi complex was registered in the name of the government. It is mentioned that the pond is also in the landowner’s house built since then. The name of the land owner is mentioned as Government of His Majestic Government. However, where commercial complexes have been built illegally and which occupied operating illegal business those of location that is important heritage place.
