CIAA Files Charge Against NIA Chairman Surya Prasad Silwal For Corruption and Age Fraud
Kathmandu – Surya Prasad Silwal, Chairman of the Nepal Insurance Authority, has been charged with the serious allegations of corruption. The Commission for the Investigation of Abuse of Authority (CIAA), filed a case against Silwal in the Special Court today.
Silwal, who was required to retire on 14th Shrawan 2080 BS, is alleged to have manipulated his birthdate multiple times across official documents, allowing him to unlawfully remain in office beyond the age limit of 65 years. The CIAA investigation uncovered significant discrepancies in his citizenship certificates, passport records, and academic documents.
Despite reaching the mandatory retirement age, Silwal allegedly continued to serve as chairman, enjoying benefits, facilities, and authority for an additional nine months. The CIAA has accused him of exploiting his position for personal gain, including securing diplomatic and special passports by reducing his age on official forms by approximately three years.
In its case filed before the Special Court, the CIAA has demanded NPR 3,662,154.16, the amount Silwal allegedly accrued unlawfully. The Commission has also called for the confiscation of benefits obtained through fraudulent means and for appropriate legal action under the Corruption Prevention Act, 2059. The charges against him include serious violations, such as submitting false information to government offices and misusing his public position for personal advantage.
Silwal’s appointment as chairman had also come under scrutiny due to his age at the time. Government records show that he pledged to adhere to the regulations, which explicitly state that officials must retire upon reaching 65 years. However, the CIAA contends that Silwal knowingly ignored this rule, continuing to serve in violation of legal provisions.
